Requirements to host a Powerboat instructor course

Boats & Equipment
Powerboats: typically less than 26 feet in length (15 to 21 feet ideal) with outboard motor; if possible include a powerboat with inboard engine and fixed propeller
1 to 2 powerboats for two Instructor Trainers
Sufficient number of powerboats for Instructor Candidates (maximum number of Instructor Candidates per boat: 2 to 3)
Reliable engines
Fuel and oil levels are sufficient for course use
Current state registrations if applicable

Equipment on each powerboat:
U.S. Coast Guard required equipment
State required equipment
Type IV PFD
Bow, stern, fore and aft spring lines
First Aid Kit
Basic tool kit (screwdrivers, pliers, and shear pin if applicable)
Paddle and boathook
Fenders: 2 minimum (optional for RIBS)
Anchor and anchor line
Towline (anchor line is acceptable if it can be used)

Boat trailer (preferably for a powerboat)
Tires inflated

Six (6) marks with ground tackle
Ground tackle sufficient length, and if possible stowed in containers

Capsize-able self-rescue sailboat
Flotation integrity: drain plugs and access covers for flotation tanks secured; air bags inflated
Flotation device attached at top of mast (fender or extra PFD)
Spars are rigged
Sails, board and rudder available

Onshore Facilities

Ramp or hoist if possible
Classroom – well lighted and ventilated; available during duration of course
Desk space and comfortable chairs for each participant (including Instructor Trainers)
Whiteboard with dry erase markers in three colors and wiper; or chalkboard with chalk and eraser
Easel and pad (optional)
Restroom
Access to copier
30-foot long heaving line 

Course Preparation
 Before course:
Check boats are running properly and prepared
Check fuel and oil levels are sufficient for course use
Check condition of equipment
Spare adult PFDs for participants who forgot their PFDs
Procedures for emergencies at site location
During course:
Powerboats in water and ready for daily use
Fuel and oil levels are sufficient for daily use
After course:
Check condition of equipment
Arrange for repair of any damage 

Optional and if available
Housing for visiting Instructor Trainers
Housing for visiting Instructor Candidates
Swimmer with PFD (and a wet or drysuit if applicable) for demonstrations of a capsized sailboat recovery and a recovery of a simulated unconscious person in the water
Shower and changing room
Vehicle with suitable hitch for trailer if ramp launch is required 

Food and Water
Arrangements for low cost lunches so participants can purchase or bring their own and eat together at course site
Arrangements for bottled water to be distributed or purchased
